Most people have now received their new council tax bill for 2017.
It is misleading of TMBC to say that the Adult Social Care Precept has risen by 3%. The 3% is applied to the entire tax bill for 2016 (excl. other precepts), not 3% on last year’s precept. Thus the precept has actually risen by 156%. The Tory minister for Communities and Local Government, Sajid Javid MP, via the government website is as bad as Tameside for this misrepresentation (DCLG webpage – Adult Social Care). As well as the increase, councils across the country will receive more than the precept in grant from the government while anyone with any assets will continue to pay for care. The government suggest that it should average £1 per month at Band D. It is £3.20 extra per month at Band D in Tameside.
Put simply, it is convenient for the Tory government to allow councils to do this – it lets them off having to fund it centrally and puts the onus on the ratepayer.
This ring-fenced extra tax together with additional Government funding should provide enormous amounts for councils to spend. We are not suggesting the money isn’t needed, but the presentation of information is wholly misleading.
